Note: For outbound calls CLDN is mandatory and must appear as a
tag or in a MakeCall instruction parameter. Other tags are optional, and if
they are not present, do not appear in the outgoing IAM request. Similarly,
for inbound calls, tags are only appear in the string if the relevant information
has been received by the signaling process.
