When a signaling process opens the signaling interface, it is returned a signaling interface handle, of type SL_HANDLE, which it must use on all further signaling interface subroutine calls.
The signaling process should not make any assumptions about the contents of the signaling interface handle, and should pass it unmodified on subsequent subroutine calls.
