Receive Inbound call when blocked.
SS7_D7 Custom Server has received a request for Call Setup for a circuit which is out of service. This request has been ignored.
It is possible that the inbound call request was queued before the out of service had been processed. In which case this can be ignored. However if this is a repeating problem then put the circuit back into service and then out again.
