3270 support is not configured in this system
The system configuration information indicated that 3270 support is not required in this system. As a result, the 3270 controller and sessions were not started.
If the 3270 support is installed, check that the installation process completed successfully. This can be checked in the smit.log produced for the installation session (if the SMIT tool was used). If no errors are detected, use the RDSET3270 tool (enabled from an AIX command line) to set the 3270 option to enabled.
