I/O error during import/export operation.

The command is not able to access the file.

Review the stack trace on stdout for information about where the I/O error occurred. If you have both the Simulator and WebSphere Voice Response for Windows installed on the same machine you must ensure that:
  1. They are installed in completely separate directories.
  2. They are never both used at the same time.

You must completely shut down one version (both the host manager and the node) before starting up the other.
